Built in 1958 by British Railways at Darlington, it is powered by a 400hp Lister Blackstone engine and has GEC traction equipment. It was purchased by the Felixstowe Dock & Railway Company in 1967 and used daily to shunt containers around the docks until 2000, when it was replaced by a new locomotive. After this time it remained serviceable, but used only occasionally, until its sale to members of the Spa Valley Railway in August 2001. 

During it's time at Felixstowe it returned to BR workshops for major overhauls, being transported to Swindon in 1980, and Derby in 1990. Whilst at Felixstowe, the locomotive was named "Colonel Tomline" after the founder of the Felixstowe Dock. The loco is used for standby passenger trains, as it is fitted with both vacuum and air train brakes, and engineers trains.
